Dog Liability in Focus: Florida’s ‘Pam Rock Act’ and Opportunities with Prime Insurance
Florida has recently passed Senate Bill 572, also known as the “Pam Rock Act,” a groundbreaking piece of legislation designed to increase public safety by introducing stringent requirements for dog owners. With this new regulation set to take effect on July 1, 2025, insurance producers have a unique opportunity to serve dog owners who will now be required to obtain specialized liability insurance. Partnering with Prime Insurance Company can help you meet this rising demand and grow your book of business.
Introduction to the “Pam Rock Act”
The “Pam Rock Act” was inspired by heartbreaking incidents, including the tragic death of mail carrier Pam Rock, and an earlier case involving 8-year-old Michael Millett. Both were fatal dog attacks, highlighting the need for stricter dog ownership legislation in Florida. The Act includes provisions for:
· Dangerous Dog Classification: Dogs that inflict serious harm, as assessed through the Dunbar bite scale, will be classified as dangerous. Owners will be notified about the classification via registered mail or certified hand delivery.
· Mandatory Insurance: Owners of dangerous dogs will now be required to carry a minimum of $100,000 in liability insurance to cover potential incidents.
· Microchips as Tracking Measures: Dangerous dogs must be microchipped, and tampering with or removing the chips will result in felony charges.
· Secure Enclosures: Owners must confine dangerous dogs to proper enclosures to ensure public safety.
These enhanced regulations represent Florida’s proactive approach to protecting residents and reducing risks associated with dangerous dogs.
What This Means for Producers
As Senate Bill 572 uplifts liability insurance requirements for dog owners, it creates a lucrative opportunity for insurance producers to expand their portfolio. Many individuals and businesses will need coverage that accommodates these unique risks. Producers who partner with Prime Insurance Company can position themselves as key players in fulfilling these needs while helping dog owners comply with the law.
Inflatables Liability Insurance
While inflatables are fun, they come with risks. A CHOC-led study found that the frequency and rate of pediatric bounce house injuries has increased steadily over the last 20 years and that kids will continue to get hurt in inflatable play structures unless injury prevention measures are stepped up and safety regulations are improved.
If you are an insurance producer who protects a client in the inflatables business, liability insurance is a must to safeguard them against incidents, claims, or lawsuits.

In this comprehensive guide, we’ll explore a variety of summer festival attractions, 5 common risks associated with summer festivals, and the must-have insurance coverages to ensure these special events are protected.
Common Attractions at Summer Festivals and Street Festivals
Summer festivals are a celebration of culture, entertainment, and community spirit, featuring an eclectic mix of attractions that cater to all tastes and ages. As we explore these events, we’ll take a closer look at six popular attractions: live performances, amusement rides, food vendors, art exhibits, children’s activities, and vendor booths. Insurance for Private Patrol Services
When security guards and private patrol services protect property, they have important responsibilities while carrying a lot of risk. Private patrol services guard or patrol areas or structures from theft, damage, and other hazards, which means they encounter liability regularly. If a person is injured, property is damaged, or patrollers fail to do their jobs well for any reason, there could be a lawsuit.
Insurance for private patrol services ensures that if there is a lawsuit or any kind of claim, legal costs do not fall squarely on patrol services. Professional liability insurance covers against issues like failure to respond to security concerns adequately. General liability insurance can also cover against third party bodily injury or property damage associated with private patrol services. Additional coverages may include automobile liability, commercial liability, firearms liability, and other policies that further extend the umbrella of protection.
Prime's TRU Umbrella Insurance: An Overview
Liability insurance protects your clients in the event of a major disaster, such as a purchased pool or trampoline that leads to serious injuries and a lawsuit. In this situation, homeowners insurance may cover medical bills, property damage, and legal costs, but this coverage is limited by liability policy limits.
The costs of major disasters can sometimes exceed these limits or not be covered at all because of exclusions on policies. This is where umbrella insurance comes in. Most umbrella policies don’t provide coverage like you think they do. They provide coverage above underlying policies so it’s really just excess over primary policies such as homeowners, auto, etc.
Prime’s TRU Umbrella Insurance can provide coverage where other policies or umbrellas leave your clients exposed due to exclusions in coverage. We also provide coverage above primary policies like today’s umbrella insurance.
As an insurance producer, you may want to offer your clients Prime’s TRU Umbrella insurance policy to give them the extra liability coverage they need. By partnering with Prime Insurance Company, you can provide your clients with this additional coverage for personal and commercial policies.
